android 短信通知为什么不能一直预览内容

第一条短信通知内容显示正常, 如果没把第一条改为已读, 第二条开始就显示 " x 未读消息", 要解锁才能查看具体内容, 非常不方便,
想实现类似微信锁屏通知一样,有新消息,看一眼屏幕就知道内容了

环境:一加 3 ,android 7.0
app: 系统 sms app google messenger textra 等常见 app 都测试过一遍不行

系统的通知都是 notification bundle ，微信那种是不按系统的来。
