Android 7.1.2 中使用 captive_portal_mode 代替了 captive_portal_detection_enabled ，取值为 0 、 1 或者 2 。
- 0: 不检测登陆页。
- 1: 检测到登陆页时，提醒用户登陆。
- 2: 检测到登陆页时，立刻断开网络，并且以后也不重连。
