除了投诉还有什么方法解决运行商劫持？

几年前投诉过联通，之后再没被劫持过，但现在又开始劫持，而且劫持频率很高

目前已经尝试投诉联通、工信部，但完全没有解决迹象，求教还有木有其他方案可以解决劫持
