用pip install xxxx指令能让我们方便安装很多包，
但是有些xxxx命名被空包或者质量很差的包给占用了，
那官方的 pip 源是否有什么机制来避免这个问题，
还是说只能遵从先来后到原则？

py+xxx 的包大把低质量废柴。。。真是让人伤心。
