背景信息
- 使用的是美区 Apple ID + Google Voice + 美区 PayPal + 中行双币信用卡的模式
- Apple 相关网络请求走美国 IP ，PayPal 相关走 DIRECT （走 Proxy 容易遭风控）
- 在信用卡到期前，可以正常购买美区应用、内购、订阅
- 然而最近信用卡快要到期时，发生了交易失败的问题
- 失败的这笔交易在交易记录是 PENDING PURCHASES 的状态
具体提示
在支付这笔失败的交易时，系统提示需要更新付款信息，Apple ID Payment 管理页面红字提示：
Your last PayPal transaction was declined. Please change your payment information (or visit the PayPal web site if necessary) and then click Done to continue using the store.
在 PayPal 网站更新续期的信用卡信息后，返回 Apple ID Payment 管理页面，点击 Done 刷新，还是失败，会提示：
Unable to complete this transaction at this time.
我的其他尝试
- 点击 Apple ID Payment 管理页面的 Use a different PayPal account ，跳转到 PayPal 页面重新登录并绑定支付方式（仍然是那张信用卡），再次刷新，仍然遇到报错：
Unable to complete this transaction at this time.
- 更新信用卡信息后，用 PayPal 给维基百科捐款也是成功的，说明 PayPal 本身的支付功能应该没有问题
