用空白新标签页插件来替换默认的新标签页就没有了，谢谢各位

这明显是 cookie ，你都清理了浏览器数据了，欧美网站一般都会弹出这个窗口进行数据收集的确认
方法嘛，最简单的，不清理微软系的 cookie 应该就可以了，复杂点，自己写脚本屏蔽或者把这段网页加到广告屏蔽里 |

把主页和新标签页，设置为空白页（ about:blank ）,不让设置就换浏览器。
