geth 的 bootnodes 好像不能作为服务发现了？

用了 geth 里的 devp2p 想抓一些节点，发现抓不到节点。拿 Wireshark 抓包发现 udp 包只出不进，从 ethernodes 上面拿了两个中国的节点作 bootnodes 倒是可以，是 udp 封锁的原因吗？
